Every major city with viable facilities wants to be a host for something like a Super Bowl, Olympics or World Cup Soccer. When things go well the goodwill can last for years to come and act as an example of the ability of the city to handle any type of high profile event that is looking for fresh locales to host it. Dallas, Fort Worth and Arlington were ready and prepared for every known contingency, except something on the extreme edges of winter weather.
A massive winter storm roared in and brought with it the one thing that will bring cities to a standstill, ice combined with days of below-freezing temperatures. Areas like north central Texas eastward to Atlanta live in a no man's land in terms of winter weather. There are not enough days of snow and ice to warrant a substantial enough investment in ice and snow removal equipment to match the capabilities of a city like Chicago. On the other hand when those rare heavy snow and ice events hit, it often brings the areas to a standstill.
